Finance and Operations Manager

Our client – National Democratic Institute (NDI) is a non-profit, non-partisan, non-governmental organization that works in partnership around the world to strengthen and safeguard democratic institutions, processes, norms, and values to secure a better quality of life for all. NDI envisions world where democracy and freedom prevail, with dignity for all. Established International Non-Governmental Organization based in Vilnius is seeking a Finance and Operations Manager. This is a senior level position overseeing financial and operational aspects of the organization’s diverse programming.

What will be your key responsibilities:

Financial Reporting and Compliance
  • Manage all aspects of accounting in cooperation with external accounting partner;
  • Manage bank accounts in accordance with local laws and relevant procedures;
  • Review monthly field expense reports and ensure compliance with relevant procedures;
  • Manage expense reports and wire transfer requests ensuring that they are submitted to HQ within deadlines;
  • Contribute to fiscal year, audit, and project close out reporting requirements;
  • Monitor cash flow and ensure sufficient funds are always available;
  • Streamline and increase the efficiency of procedures in accordance with regulations.

HR
  • Support local staff hiring, development and annual review process;
  • Coordinate and ensure all relevant HR admin processes according to the Lithuanian legislation;
  • Ensure smooth onboarding process of new joiners;
  • Coordinate salary reviews, staff HR policy and benefits-related matters;
  • Manage visa, registration and work permits required for foreign nationals (staff and guests).

Operations
  • Responsible for office management and operations including IT support, logistics and property management (including residential leases);
  • Oversee, manage and train/mentor administrative, financial, and procurement staff;
  • Update and maintain NDI-Lithuania’s security plan.

What experience should you have:

  • Demonstrated financial management/accounting skills and proven track record from a relevant position;
  • Excellent management and organizational skills, experience with office and personnel management;
  • Excellent reporting and document handling skills;
  • Excellent communication skills in order to be able to work with program and administrative staff to identify and resolve issues;
  • Experience and competence handling sensitive information and confidentiality;
  • Demonstrated initiative, good judgment, and resourcefulness;
  • Proficiency in financial software, Word, PowerPoint, Outlook and Excel;
  • Proficiency in Lithuanian, Russian and English required;
  • Previous experience working with an international organization is an asset.
